Section 504 is part of the Rehabilitation Act of 1973 and closely matches other civil rights legislation. It states that any recipients of federal funds shall not discriminate against an individual with a disability. Section 504 is governed, with rights protected, by the Office of Civil Rights.
A 504 Plan for educational purposes deals with classroom, curriculum, related services and accommodations. A child does not need to qualify for special education services in order to receive services under 504.
